Modified snippets editor:
* Added support for Ctrl+X (cut), Ctrl+C (copy), Ctrl+V (paste), Ctrl+A (select all) and Ctrl+Z (undo) keyboard short cuts to all edit / memo controls using standard actions.
* Replaced default popup menus of edit controls with custom versions attached to above actions.

Updated "Registering the Program" section of privacy statement to note that version of IE is now sent to web service along with OS information.

Added [localhost] to main form caption if CodeSnip is accessing online web services via localhost for test purposes.
