Changed TDataBackupMgr to backup user database to a single file in the per-user application data folder rather than copying all files to a backup folder. Should fix bug #2898687.

* Rewrote TUserDBBackup as a sub class of new TFolderBackup.
* Now writes a file identifier of $DBAC to backup file to identify it as a user database backup.

Added new UFolderBackup unit. Class that can back up all text files in a folder into a single file.

Corrected general update error message string.

Changed TDataStreamWriter.WriteSmallInt to write -ve SmallInt values correctly. Was writing all -ve values as $FFFF.

Fixed potential GetTickCount wrap-round bug in Pause routine in UUtils unit.

Merged trunk changes r509-519 into the delphi2010-port branch.
