This sequence of merges and file copies brings parsnip branch into line with release 4.11.0, as far as is possible.

Unlike v4.x which can determine whether Code Snippets Database code is present in generated code and add MIT license if so, parsnip has removed the ability to detect Code Snippets Database code, so can't mention MIT license in generated code.

Some unused resource strings relating to licensing have been updated as a result of this commit. They are in the following files:
* USaveUnitMgr.pas
* USnippetDoc.pas

Added a paragraph that includes the snippet's programming language in the document.

Renamed ISnippet and IEditableSnippet's Kind property to KindID.
Renamed all related getter and setter methods and fields as *KindID, where * is "f", "Get" or "Set".
Modified code that referenced the Kind property or getters & setters accordingly.

Replaced calls to TSnippetKindInfoList to get list of available snippet kinds with calls to Database.GetAllSnippetKinds and methods of the returned ISnippetKindList object.

Replaced internal use of TSnippet with ISnippet in TSnippetDoc, including change to parameter list of public TSnippetDoc.Generate method.
Made necessary changes to code that call TSnippetDoc.Generate.

Replaced display of a snippet's category information with a list of its associated tags.

Added new IStringList.IsEmpty method and its implementation in TIStringList.
Modified all code that tested IStringList.Count against zero to use IStringList.IsEmpty intead.

Renamed IDatabase and Database function, along with internal TDatabase class and PvtDatabase varibale by placing underscore in front of their names. This is to flag the items as "legacy" and to avoid name clashes with new database code being developed.
Modified all code that calls Database to use _Database instead.

Moved ISnippetIDList from USnippetIDs unit into CS.Database.Types where it replaced IDBSnippetIDList.
Changed affected TSnippet properties to use ISnippetIDList instead of IDBSnippetIDList.
Modified uses clauses of affected units.
