Added support for new "nul" and "Visual Studio" syntax highlighter styles to IntfHiliter, UHiliteAttrs and FrHiliterPrefs units.

* Removed reference to redundant bug report web service from privacy statement.
* Added Revision and Date svn keyword place-holders to Privacy.txt.

Update tools menu help topic and help index file to refer to new dlg_userbugreport.htm topic instead of deleted dlg_bugreport.htm.

* Deleted dlg_bugreport.htm that contained Bug Report Report Dialog topic.
* Added two new topics to replace dlg_bugreport.htm: dlg_userbugreport.htm that describes user initiated bug reports and dlg_trappedbugreport.htm that describes the bug report dialog displayed when CodeSnip intercepts unexpected exceptions.
* Updated HTML help project file accordingly.
