Changed various single and double quote constants and literals to use SINGLEQUOTE and DOUBLEQUOTE constants from UConsts unit.

Made public all protected methods that implement interfaces.

Completed XMLDoc commenting.

Added support for recording RTL namespaces and for generating a Delphi -NS command line switch for just Delphi compilers that have RTL unit names qualified by namespaces.
Adds a new Namespaces value to [Cmp:DXE2] and [Cmp:XE3] (and later) to user config file.
Updated version number for config file in FirstRun.UConfigFile unit.
A little refactoring of code that generates general compiler switches.

Removed support for a glyph associated with a compiler (licensing concerns for glyphs used).

Changed units in Compilers namespace from MPL v1.1 to MPL v2.0.

Changed so that each compiler has a value indicating if its results are to be displayed in UI etc.
Updated TPersistCompilers to store this new information with settings.

Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

* Moved all units directly concerned with supporting installed compilers into the new "Compilers" namespace. Some units were further renamed.
* Revised using units to use the new names.
