Added some TODOs

Fixed bug in TAppInfo.SourceCodeLanguagesFileName

Added methods to get favourites, highlighter themes and source language file names.

Replaced use of StrTrim in some tests for blank strings with new StrIsBlank routine that was designed for the job.

Changed file paths where config files and databases are stored.
Also fixed a bug in TAppInfo.ChangeUserDataDir where database path was not being changed when running in standard mode (logic was reversed).

** Note: Even though a new location has been provided for the "main" database, this will not be used in CodeSnip 5.

Added new UserConfigFileName and CommonConfigFileName methods to TAppInfo and modified TIniSettingsBase to use the new methods instead of declaring file names explicitly.

Merged portable version of application into standard version. Portable version is now run via the -portable command line switch instead of a separately compiled program.

Some consequences:
* Same program may report a different serial number depending on how it is being run.
* Need to change codesnip program update web service to take a new "combined" edition and find some other means of passing info about whether CodeSnip is being used in standard or portable mode.

Moved code that conditionally appends "localhost" to program caption from main form into TAppInfo.

Changed program caption to include version number 5 and flag indicating a development version.

Recreated "parsnip" (v5 development) branch by branching trunk just after updating it with changes in v4.7.1.
