Revised TSnippetsChkListMgr to use TSortedCollectionCtrlKVMgr to manage association between ISnippet instance and list box text, and also to sort the text: this is instead of having no sorting and using Objects[] array of list box to store TSnippet instances. As a result some method parameter types have changed from TSnippet to ISnippet.
Modified TSnippetsEditorDlg re change of interface to TSnippetsChkListMgr.

Modified comments and string literals referring to the "user" database or "user-defined snippets" to remove or qualify the word "user".

Removed temporary Category (ID) property from TSnippetBase and all code that supported using the property.
Updated affected code by removing all references to category IDs.

Removed unused unit references.

Changed code that accessed _Database.SelectAll to use Database.GetAllSnippets instead.
Deleted SelectAll method from IDatabase and _TDatabase.

Disabled Categories drop down list (flagged in UI as not in use).
Added temporary code to give new snippets arbitrary tags and categories and to preserve tags and categories of existing snippets.

Modified snippets editor to set edited snippet's tag to be same as currently selected category.

This is a temporary fix to prevent snippets editor from removing any existing tags from snippets.

Replaced TSnippet's Language function with LanguageID property that uses the pre-existing implementation in TDBSnippet. Modified using code accordingly.
Deleted TSnippet.HighlightSource property. Modified using code to deduce if source code highlighting required by examining the LanguageID property.

Removed overload of TSnippetValidator.ValidateDependsList that took a snippet name parameter.
Modified TSnippetsEditorDlg method that called the removed TSnippetValidator method to use the remaining version of the ValidateDependsList method.

Renamed IDatabase and Database function, along with internal TDatabase class and PvtDatabase varibale by placing underscore in front of their names. This is to flag the items as "legacy" and to avoid name clashes with new database code being developed.
Modified all code that calls Database to use _Database instead.
