Added new IsEmpty method TDBSnippetsTable.

Removed unused UserDefined parameter from TCategory.Create and IDBDataItemFactory.CreateCategory and made necessary change to using code.

Added new fAllTags ITagSet field to _TDatabase and ensured any new tags are added to it.
Modified database loader to update fAllTags (indirectly) when database is loaded.

Added new Exclude method to ITagSet and implementation in TTagSet.

Added new Include method to ITagSet and implementation in TTagSet.

Deleted more redundant methods from TCategory: it is now a property only class.

Removed redundant TSnippetInfo method.

Removed reference to TReservedCategories by hard wiring the special import category ID as a string literal.

Note: this is a temporary change en-route to removing support for categories.

Removed redundant UCategoryListAdapter unit from project.

Revised "outro" page of SWAG Import Wizard, and associated HTML template file, to show name of tag allocated to imported snippets instead of category. Revised TSWAGImporter to provide new SWAGTagName that provides the required tag name and removed redundant SWAGCategoryDesc method.
