Added new Tags property to TSnippet.

Removed redundant Assign and IsEqual methods from TSnippetList.
Removed unused TSnippetIDListEx class.

Removed TSnippetList.ToIDList method that was added as a temporary measure at revision 3972.

Added TSnippetList.ToIDList helper method to convert snippet list to ID list. This is to help transition from TSnippetList to ISnippetIDList.
Replaced custom "fudged" code in FrOverview and UDialogMgr units with call to new ToIDList.

Removed unused TSnippetList.ContainsKinds method.

Removed TSnippetTestInfo from DB.USnippets unit.
Modified code the requires TSnippetTestInfo to use version from CS.Database.Types.

Fixed bug in getter for TSnippet.Title property.

Renamed TSnippet's TDisplayNameComparer and TDisplayNameEqualityComparer classes as TTitleComparer and TTitleEqualityComparer respectively and updated affected code.

Renamed TSnippetData.DisplayName field as Title and updated affected code accordingly.

Rationalised and renamed read accessor for TSnippet.Title property.
