Modified TDBTag to validate tag ids and to use tags as provided instead of replacing spaces with underscores.

Fixed TDBSnippetID and TDBTag hash functions.

Copied CS.Database.Types unit from "experimental" branch into "parsnip" and added to project.

Moved some date/time routines from UUtils unit to CS.Utils.Dates and updated uses clauses of affected units.

Removed routine that is defined in UUtils and used that instead.

Changed comments that refer to extra information to clarify relationship of legacy "extra" tags to snippet Notes property.

Changed an error message to exclude a reference to "extra information" in the context of a snippet.
