Enlarged theme combo boxes to align near the right hand side of the frame.
Corrected tab order of all controls.

Implemented action that displays themes editor dialogue box.
Now have fThemes field to use as a shortcut reference to TConfig.Instance.HiliterThemes.
Modified re recent changes of type of syntax highlighter ID from string to TSyntaxHiliteThemeID.

Total rewrite. This preferences tab now lets user choose highlighter theme to use for UI, exported files and printing.
Includes a button that will display the highlighter editor when it is implement. At present it does nothing.

Recreated "parsnip" (v5 development) branch by branching trunk just after updating it with changes in v4.7.1.
