Added new static class that provides information about installed version of IE along with some of its capabilities.
Removed TOSInfo.BrowserVer method and its helper method as no longer required.
Modified code that called TOSInfo.BrowserVer to use a suitable method or constant or TIEInfo.

Moved SanitiseString method from TProgramUpdateMgr up into TStdWebService base class.

Major revision of TProgramUpdateMgr to use new prog-update web service on codesnip sub-domain of delphidabbler website.

Changed TWebInfo.WebServiceURL and TWebServiceInfo.Create to expect a template for script URL that contains a placeholder for host instead of just a script name.
Modified web service classes to provide required templates.
This change made to support different sub-domains and / or paths to web services when needed.

Changed to get program id sent to web service from TAppInfo.ProgramID instead of using string literals.
