Extracted common code from UResourceUtils' LoadResourceAsString and TFileIO.ReadAllText into new BytesToString routine in UEncodings.

Refactored duplicate BOM checking code from UResourceUtils and TFileIO into a stand-alone CheckBOM routine in UEncodings.

Enlarged theme combo boxes to align near the right hand side of the frame.
Corrected tab order of all controls.

Added new StretchRightTo overloads to TCtrlArranger.

Implemented action that displays themes editor dialogue box.
Now have fThemes field to use as a shortcut reference to TConfig.Instance.HiliterThemes.
Modified re recent changes of type of syntax highlighter ID from string to TSyntaxHiliteThemeID.

New theme editor dialogue box and associated dialogue box to get new theme names from user.

Note: The "example" pane of the theme editor is not yet functional.

Removed recently added TSyntaxHiliteTheme.CompareIDs method overloads. These are redundant now that TSyntaxHiliteThemeID enables IDs to be compared directly.

Removed "IsBuiltIn" parameter from TSyntaxHiliteTheme constructor and made associated code changes.
