Removed unused methods from TWebInfo

XMLDoc commented unit.

Renamed ISettingsSection's GetEncryptedItemValue and SetEncryptedItemValue methods as GetEncryptedString and SetEncryptedString respectively.
Modified affected client code to use new method names.

Modified re changes made in USettings unit in previous revision.

Changed TWebInfo.WebServiceURL and TWebServiceInfo.Create to expect a template for script URL that contains a placeholder for host instead of just a script name.
Modified web service classes to provide required templates.
This change made to support different sub-domains and / or paths to web services when needed.

Updated some URLs

Changed units in Web namespace from MPL v1.1 to MPL v2.0.

Added URL of CodeSnip's download page on delphidabbler.com as public constant.
