Added new static class that provides information about installed version of IE along with some of its capabilities.
Removed TOSInfo.BrowserVer method and its helper method as no longer required.
Modified code that called TOSInfo.BrowserVer to use a suitable method or constant or TIEInfo.

Now use SanitiseString method to process strings containing OS and caller info when sending "logon" command.

Changed TWebInfo.WebServiceURL and TWebServiceInfo.Create to expect a template for script URL that contains a placeholder for host instead of just a script name.

This change made to support different sub-domains and / or paths to web services when needed.

Changed units in Web namespace from MPL v1.1 to MPL v2.0.

Changed logon process when updating database to send info about OS and IE browser version to web service.

Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
