Merged revision(s) 3001-3015 from branches/xe-migration:

Reintegrated xe-migration branch into trunk. Probably the shortest lived branch ever, but the job was easier than expected!

Includes all revisions required to change compiler from Delphi 2010 to Delphi XE.

Includes changes to project file, source file to prevent hints and warnings, some correction of parameter types, avoidance of calls to deprecated Windows API methods. Also updated documentation & help file where relevant.

Changed units which have no specific namespace from MPL v1.1 to MPL v2.0.

Added new ShiftKeysPressed routine that returns the set of Shift, Alt and Ctrl keys currently pressed.

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

* Moved IsHexDigit routine from UUnicodeHelper unit to UUtils.
* Removed from UUnicodeHelper unit all character test and case conversion routines that mapped directly onto methods of TCharacter or to CharInSet in SysUtils unit.
* Modified units that used these routines to use replacements in Characters, SysUtils and UUtils units.

Created new IsValidDecimalNumberKey routine in UKeysHelper to test for invalid key presses when entering decimal numbers. Replaced duplicated code in FrPrintingPrefs and FrCodeGenPrefs with calls to IsValidDecimalNumberKey.

Added new IsKeyCombination routine.

New UKeysHelper unit of routines for working with key presses and shift states.
