Updated compiler support info in read-me to include Delphi XE4

Modified Read-Me re addition of automatic update check facility.

Updated re changes:
* re ability to change user database directory in standard edition.
* re Delphi -NS command line option and new Namespaces tab in Configure Compiler dialogue box.

Updated read-me re changes made in v4.2

Merged revision(s) 2480-2637, 2485-2637 from branches/portable:

This merges ability to conditionally compile portable edition to main code base. Code is based on that used for Release 4.0.1 portable beta 1.

Root directory and ChangeLog-v3.txt have changes only to svn@... property.

Other significant changes:
* Support for PORTABLE symbol used to conditionally compile portable edition when defined and standard edition when not.
* Documentation updates re addition of portable edition.
* Version info and program ids differ between editions.

Revised Read-me to make it repo & tracker hosting agnostic. (Done now that repo hosting moved from SourceForge to GoogleCode and SourceForge project updated - should ease any future changes).

Further revisions of ReadMe file ready for release of CodeSnip 4.

Revised read me file ready for version 4 release.

Updated re slight change in name of 1st v4 release candidate.

Removed reference to link to license from About Box - this is no longer present.
