Added new UUnitsChkListMgr unit that implements class that manages check list box controls that display lists of Delphi units.

Added new USnipKindListAdapter unit that implements a class designed for use with GUI controls that adapts a list of snippet kinds by providing an alternative interface to the list, sorted by the snippet kind's display text.

Added new UCategoryListAdapter unit that implements a class designed for use with GUI controls that adapts a list of snippet categories by providing an alternative interface to the list, sorted by description.

Added new UGroups unit that defines classes that group snippets together in different ways.

Added new FrSelectSnippetsBase unit.

Added new UCommonDlg unit.

* Removed IntfWBPopupMenus unit.
* Added new UMenuHelper and UWBCommandBars units.

Replaced UAutoFree.pas with UGC.pas which provides a garbage collector static class that can be used to manage the lifetime of objects.

Merged non-conflicted changes from /branches/proxy-server:164-203 branch.

Changes made were:
* Added support for using a proxy server when CodeSnip accesses the internet.
* New dialog box and Tools menu item added to enable proxy server to be configured.
* Help file updated.
* A third party encryption unit was added to enable proxy server passwords to be stored in encrypted format.
* New settings section added to store proxy server information on a per-user basis.
* Small number of refactorings,

Added new unit that implements a class that modifies the behaviour of an associated check list box so that clicks anywhere on a list item will toggle the state of the check box.
