Minor change to wording of links at bottom of welcome page.

Added new "box" to Welcome page that displays information about program and database auto-update settings. Included a link to modify these settings in Preferences dialogue box.
Modified detail.css to style heading of new box.
Modified UDetailPageHTML unit to supply current settings information to welcome page.

Updated external object to v12 with addition of new ShowPrefsPage method.
Modified UWBExternal unit to implement revised external object.
Added wrapper function that calls this new method to external.js.

New unit added to project that implements a slide-in slide-out notification window.
Also added new glyph to resources that is displayed in the window.

Added new glyph for Add To Favourites action.

Changed tree node collapse and expand action images. Images used in help file were also renamed (changed) from .gif to .png files.
Added action images for tree view expand all and collapse all actions.

For trunk root directory, Build.html and ChangeLog-v3.txt only svn:mergeinfo properties have changed.

Updated svn_ignore properties to include .cfg, *.tvsconfig, *.identcache, *.local & __history as necessary.

Updated link to Code Snippets Database page on website to use a redirected URL ready for any change of location of database.
