Added support for recording RTL namespaces and for generating a Delphi -NS command line switch for just Delphi compilers that have RTL unit names qualified by namespaces.
Adds a new Namespaces value to [Cmp:DXE2] and [Cmp:XE3] (and later) to user config file.
Updated version number for config file in FirstRun.UConfigFile unit.
A little refactoring of code that generates general compiler switches.
