Added new action and Database menu option (in standard edition, not portable) to display dialogue box used to move user database to new directory.

Made UserDataDir folder modifiable and taken from user config file.

Added option to display "Make new folder" button in "browse for folders" dialogue box.
This change means "new style" dialogue is used, which doesn't display a "Help" button. F1 must now be pressed to display help topic.
