Added new UCommonDlg unit.

Changed to use code from UCommonDlg.pas to manage access to help file.

Changed to use classes in UCommonDlg.pas to provide hook function, handle hook messages and provide access to help file.

New unit containing a set of classes that assist in hooking and handling common dialog box messages. Also provides helper methods for handling dialog box messages.

Removed support for HelpContexts. CodeSnip's help system uses only keywords.

Version numbers updated to 3.2.2.156, ready for next release

* Removed IntfWBPopupMenus unit.
* Added new UMenuHelper and UWBCommandBars units.

* Re-implemented support for browser control related popup menus. Dropped support for IWBPopupMenus interface iand replaced with a special popup menu manager object for detail pane browser control.
* Support for IWBPopupMenuConfig dropped in favour of ICommandBarConfig to standardise with information pane command bars.
* All command bar related code, including menu configuration moved from UWBPopupMenus.pas to new UWBCommandBars.pas unit. Uses classes that descend from TCommandBarMgr and TPopupMenuWrapper in UCommandBars.pas unit.
* UWBPopupMenus.pas re-implemented to provide popup menu manager object and associated custom popup menu.
