Changed frame units, that are not part of any other namespace, from MPL v1.1 to MPL v2.0.

Added facility to preferences dialog box to notify caller if any changes were made that require main window UI to be re-displayed.
All preferences frames were modified to flag such changes.
Modified TDialogMgr manager to pass this extra info to main form.
Modified main form to refresh display if required.

Added help keyword to frame.

* Added new methods to TCtrlArranger to move a control to the left or right of a reference control, with optional margin.
* Modified several form and frame units to use the new TCtrlArranger methods.

* Added Alt+D hotkey to select spin edit control.
* Moved text and control down page slightly.
* Made minor modifications to text.

* Added new "news" preferences sub-section along with single "MaxAge" setting that records maximum age of displayed news items.
* Added new frame that enables news preferences to be set by user. This frame is displayed in the preferences dialog box.
