Updated re change in license of 3rd party PJSysInfo unit from MPL 1.1 to MPL 2.0

Updated 3rd party PJSysInfo unit to v3.4: adds support for detecting Windows 8.

Switched off automatic form scaling. Was causing some display problems on some screens. Furthermore scaling wasn't working as expected on screens other than 96 pixels per inch, so we're loosing little by switching it off.

Changed some code to be conditionally compiled based on whether the PORTABLE symbol is defined.

Added new THTML record with methods.

Will ultimately be used to replace all calls to MakeXXXX routines with calls to THTML methods.

Added ExternalObj.pas to svn:ignore property for various AutoGen directories.

Updated svn_ignore properties to include .cfg, *.tvsconfig, *.identcache, *.local & __history as necessary.

Set SVN root to ignore files with *.local and *.indentcache extensions
