Added new THTML record with methods.

Will ultimately be used to replace all calls to MakeXXXX routines with calls to THTML methods.

Changed TCompResHTML.ImageTag to generate image tag directly rather than using UHTMLUtils.ImageTag.

UHTMLUtils.ImageTag removed as not being general enough for wide re-use.

Changed units which have no specific namespace from MPL v1.1 to MPL v2.0.

Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

* New UResourceUtils unit added to project.
* Moved MakeResourceURL overloaded functions from UHTMLUtils to UResourceUtils.
* Updated units that use MakeResourceURL functions to use UResourceUtils.

Removed reference to unused UUnicodeHelper unit.

Removed URLDecode and URLEncode functions from UHTMLUtils unit. Replaced all calls to these functions with calls to URIDecode and URIEncode from the UURIEncode unit.

Standardised format of Assert statement: all classes use ClassName method for class name and routines use routine name. Records have record name as literal.
