Fixed bug #3566426 (http://bit.ly/OmbwTB): About Box Paths Page displays wrongly when Themes off.

Changed about dialogue box's program page re changes in license, attributions etc.
Tweaked template handling code re changes in template.

Changed form units, along with any subsidiary frames and classes in their namespace, from MPL v1.1 to MPL v2.0.

Fixed problem where page control tab sets sometimes do not receive keyboard focus when clicked. This was a problem noted in compilers dialog box. Others using page control had same fix applied as a precaution.

Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

* New UResourceUtils unit added to project.
* Moved MakeResourceURL overloaded functions from UHTMLUtils to UResourceUtils.
* Updated units that use MakeResourceURL functions to use UResourceUtils.

Fixed memory leaks.

* Removed code that set size of body panel from THTMLViewDlg: this process should take place in an ArrangeForm method, not from ConfigForm as was the case here. All THTMLViewDlg does now is load HTML content via an abstract method call.
* Modified all descendant classes re changes in THTMLViewDlg: each class now sets body panel size in an ArrangeForm method.

Added new tab to about box that displays various key program folder paths along with buttons to view the folders in Explorer.
