Updated svn_ignore properties to include .cfg, *.tvsconfig, *.identcache, *.local & __history as necessary.

Set SVN root to ignore files with *.local and *.indentcache extensions

Updated to contain example paths for MIDL from Visual Studio 9 on Windows 64.

Changed to get program id sent to web service from TAppInfo.ProgramID instead of using string literals.

Defined PORTABLE symbol

Removed now-unused UHTMLDetailUtils from project unit along with all remaining references to the unit.

Replaced calls to TextLink routine (fron UHTMLDetailUtils) with direct calls to MakeCompoundTag to create the required links.

Changed links used purely to run JavaScript to have href of '#' instead of 'javascript:void(0);'

Removed code related to generating roll-over hints for link in detail pane: it is now having no effect.
