Removed embedded TImageList content from form and changed to dynamically load action glyphs from resources to image list at run-time.

Corrected name of resource contain action images.

New image added to resources that contains a strip of all glyphs that relate to the program's actions.

This is designed to replace all images embedded in forms.

Removed unnecessary TLEDImageList field from TSnippetsEditorDlg.
Changed two buttons from TBitBtn to TButton.

Moved RefreshActions method from TBaseForm into TControlHelper.
