Set class of links used for news titles to "external-link" to ensure they are rendered with correct styling.

Fixes bug #3562562 (http://bit.ly/O2dNyV): Links in CodeSnip News dialogue have lost blue colour.

Revised TWelcomePageHTML re changes in welcome page.
Left in some commented out debug code.

Total rewrite of welcome page: now split into sections, each of which gives some useful info.
New styling required for welcome page added to detail.css.
detail-consts.js revised re changed hint text required in welcome page. Some unused text was removed.

Corrected capitalisation of new external object method calls.

Added wrapper functions for new external object methods added at r2343.

Added actions to notifier relating to new notifier methods added at r2343.

Extended browser external object with four new methods.
Extended Notifier with matching new methods and matching action setters.
Update external object interface to v10.

Updated FAQs and Common Tasks help topics to have an embedded object that enables each of them to have an a-link.

Extended help protocol to display help contents when URL is "help:#".

Added support for .no-link-decoration CSS class that turns off decoration of a:hover borders as required. Added to prevent dotted underline on Donate button command-link image on welcome page.
