Updated version information for v4.0 beta 2 release.

Updated version information for v4.0 beta 1 release.

Modified installer to detect if program being installed is updating a preview (alpha) release and to display instructions relating to updating from a preview to current release. Instructions are stored in new .rtf file.

Removed code that included CSSetupHelper.exe helper program: no longer needed now that installer does not process per-user config files and databases.

Updated ready for Release 4.0 alpha 3
* Set version numbers to 3.98.3 build 199.

Updated product and CodeSnip.exe version info in Inno Setup script re new release 4.0 alpha 2.

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

Merged delphi2010-port branch back into trunk.

* Removed update histories from header comment block and replaced with Rev and Date SVN keywords.
* Corrected any errors in header comments.

Added svn:keywords property with Rev and Date keywords.
