Deleted unused routines.

Fixed error in detection of v1.9.x installation.

Changed DetectPrevInstall routine to take an empty v4 config file as evidence that there is no config file present, because TSettings object may have created such a file before first run code gets chance to run.

Improved detection of v2 user database.
Fixed bug in setting CodeSnip user directories by ensuring path delimiter follows per user application directory name.

Remove code that dealt with main database and common config file: these are dealt with by installer.

Minimal changes to code in FirstRun namespace to convert Pascal scripts to compilable Object Pascal units.

Copied and renamed all .ps script files from Src/Install directory as Pascal units into FirstRun namespace in Src directory.
Added all the files to the CodeSnip project.
No changes were made to script files other than renaming and header comment changes: won't compile.
This is basis of code that creates User.config file for current user if necessary on first run.
