Changed name of config file key for determining if $WARNING directives are enabled from "SwitchOffWarnings" to "EmitWarnDirs".

Deleted unused routines.

Completely rewrote FirstRun.UMain unit as two classes, a static manager class that is called from project file at start up, and a class to handle main first run operations.
Added a new wizard based dialogue box that is displayed when v4 is first run, but only if there is older data that can be brought forward.

Added new DeleteCfgValue public routine and supporting DeleteIniKey routine.

Changed TCtrlArranger.SetLabelHeights to take a TComponent instead of TControl as its parameter and removed unused IgnoreAutoSize parameter.

Removed unnecessary call to TCtrlArranger.SetLabelHeights.
