Modified TSingleton to implement IInterface methods without reference counting.

Changed make file to use INNOSETUP_U environment variable for Inno Setup path in preference to INNOSETUP.
Updated Build.html re this change.

Noted that Inno Setup 5.5.1 (Unicode) is now required for setup. Changed wording now that ISPP is included by default.

Added USingleton unit (r2018) to project. This unit was copied from new-backend branch at r2012.

Changed TNoConstructObject, TNoPublicConstructObject and TNoPublicConstructIntfObject constructors to raise ENoConstructException exceptions instead of assertion failures.
This was done because it is standard practice (and used by VCL) and it also enables unit tests that expect these exceptions to be passed.

Added USingleton unit (copied from new-backend branch as of r2012) to test project along with its test case unit TestUSingleton (copied from new-backend branch at r2013).

Removed tests for classes that are in new-backend branch version of UBaseObjects but are not in version in trunk.

Added UBaseObjects unit (as of r2015) to test project along with its test case unit TestUBaseObjects (as copied from new-backend branch at r2014)

Added TConditionalFreeObject class copied from branches/new-backend/Src/UBaseObjects.pas:r972

Copied TestUBaseObjects unit from new-backend branch.
