Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

Renamed UUnicodeHelper unit as UEncodings. Modified all units that used UUnicodeHelper accordingly.

* Removed commented out MD5 check code from TFileUpdater.Create. This code will not be required in future.
* Removed reference to deleted UCheckSum unit.

Changed all symbols, comments etc that refer to the "Latin-1" code page to refer to "Windows-1252" since the code page used is the Windows interpretation of "Latin-1", code page 1252.

Fixed bug #2976048 where database download was causing stream read error. Code was failing to read MD5 checksum correctly.

Removed unused local variable to avoid compiler hint.

Removed MD5 check code from file updater as a quick fix for bug #2970055. This is only a temporary fix until root problem is fixed.

Changed to use latest version of data stream from web service: global checksum rather than per-"file" checksums.

Updated copyright date where required on some files modified in 2010.
