Rearranged controls on snippets editor's Code tab.

Modified TSourceComments to handle multi-line active text snippet descriptions.

Adapted TTextSnippetDoc to word wrap text output from TActiveTextRenderer now that that class no no longer does this.

Changed TActiveTextTextRenderer to a single formatted line of text per block. Text is no longer word wrapped.

Added overloaded version of StrWrap that takes a string list of paragraphs to be formatted instead of a single string.

Fixed bug in TSelectionFileReader.Parse.

Renamed UActiveText, UActiveTextHTML, UActiveTextRTF & UActiveTextValidator units into ActiveText namespace as UMain, UHTMLRenderer, URTFRenderer and UValidator respectively.
Updated all using units as necessary.

Fixed bug setting page with in TTextSnippetDoc.RenderActiveText. Also XMLDoc commented this method.

Added new unit in new ActiveText namespace that provides a object that can render active text as formatted plain text.
Modified UTextSnippetDoc unit to use this new class to format snippet description and extra text.

Modified so that formatted (rendered active text) is used to display snippet descriptions in snippet list views. Required changes to page HTML template, static and dynamic CSS and page rendering code.
