Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

Renamed UUnicodeHelper unit as UEncodings. Modified all units that used UUnicodeHelper accordingly.

Changed all symbols, comments etc that refer to the "Latin-1" code page to refer to "Windows-1252" since the code page used is the Windows interpretation of "Latin-1", code page 1252.

Removed all conditional compilation re Unicode support. All code that supports non-Unicode compilers removed.

Updated copyright date where required on some files modified in 2010.

Merged delphi2010-port branch back into trunk.

Changed TDataStreamWriter.WriteSmallInt to write -ve SmallInt values correctly. Was writing all -ve values as $FFFF.

Removed compiler directives that switch off "unsafe" code, type and cast warnings. These warnings are now disabled globally for the whole project.

Removed change logs.
