Fixed bug where clicking tabs sometimes does not focus them, meaning that pressing Ctrl+Tab or Shift+Ctrl+Tab after clicking the tab does not always change the selected tab as expected.

** This fix is based on, but not identical to, the one applied in the v4-dev branch at r1723.

Fixed problem where overview pane treeview state was not being saved when user changed tab, causing it to be restored incorrectly when navigating back to the tab.

** This is a manual copy of fix applied in v4-dev branch at r1711.

Fixed potential bug by testing for nil notifier in TOverviewFrame.tcDisplayStyleChange.

Fixed memory leaks.

Added support for toggling section headers between expanded and collapsed state when RETURN key is pressed when a section header is selected in overview pane.

* Fixed bug where tabbing into overview pane with no snippet selected did not select anything. Added new tvSnippetsEnter event handler for this purpose.
* Added new overloaded SelectionChange method and modified code to call this method.
* Added support for Ctrl+Up and Ctrl+Down key presses that move to previous and next section headers respectively.
* Refactored tvSnippetsKeyUp event handler to clarify handling of keys with ssCtrl modifier.

Fixed bug where Alt+F4 key press was inhibited when overview pane selected. Changes were made to TOverviewFrame.tvSnippetsKeyDown.
