Standardised svn:mime-type properties to "text/pascal" and svn:eol-style to "native"

Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

Updated with changes merged from new-backend branch r709 and r1051 (r1051 used to resolve conflict due to renaming of FmUserDBEditDlg unit as FmSnippetsEditorDlg):
* Renamed TRoutineData, TRoutineReferences and TRoutineEditData as TSnippetData, TSnippetReferences and TSnippetEditData respectively.

Updated with changes merged from new-backend branch r706:
* Moved TRoutineInfo and TRoutineInfoList from USnippets unit to UCodeImportExport.

Corrected copyright date range to be in line with date of last revision.

* Fixed memory leak in IStringList instances.
* Replaced a numeric literal with constant.

Edited description of TUserInfo.Create to correctly describe revised parameter list.

* Changed TUserInfo record: Name and Email fields replaced by a single TUserDetails field that contains same information. Various TUserInfo methods adapted to this revised structure.
* Changed TCodeExporter and TCodeImporter to use revised TUserInfo record.

Changed TCodeImporter.Execute to get name of imports category from TReservedCategories class instead of internally defined constant.

Removed change logs.
