Reintegrated v4-dev branch into trunk.
Trunk now contains v4 development tree

Refactored some code:
* Standardised method used to find maximum value in an array.
* Replaced several standard for loops with for .. in loops.

* Added new methods to TCtrlArranger to move a control to the left or right of a reference control, with optional margin.
* Modified several form and frame units to use the new TCtrlArranger methods.

* Added new TotalControlHeight and TotalControlWidth methods to TCtrlArranger.
* Re-implemented TCtrlArranger.MaxContainerHeight in terms of TotalControlHeight.

Added new unit that provides a static class that is used to help in arranging and sizing controls on forms or frames etc.
