Changed IOverviewDisplayMgr.Display method to have Force parameter to force re-displays of overview treeview. Changed calling code accordingly and to streamline some code in TMainDisplayMgr.

* Changed so that new snippets and categories display in selected tab or in new tab depending on user preferences.
* Fixed error in TMainDisplayMgr.RedisplayOverview to save current tree state before displaying.

Fixed bug in overview frame treeview where state of treeview was not being restored correctly when tabs are changed via main menu rather than by clicking on tabs.

Added support for General Preferences "ShowEmptySections" option to display empty section headings. Overview tree view now displays all possible section headings when option is set or hides empty sections when option cleared.

* Renamed general preference ShowEmptyCategories as ShowEmptySections.
* Changed name of corresponding IPreferences property to match.
* Updated FrGeneralPrefs unit to use revised IPreference property name.
* Changed check box in display section of General tab of Preferences dialog box to refer to hiding empty "section headings" instead of categories.
* Updated General Preferences help topic re changes.

Added support for displaying selected view items in new tab in detail pane when items are Ctrl clicked (or Ctrl right-clicked) in overview pane.

* Added extra NewTab parameter to INotifier.ShowViewItem and implemented it in TNotifier to set related action's NewTab property. This helps in passing along requests for displaying view items in new tabs via notifier.
* Made minimal changes to code that calls INotifier.ShowViewItem: all changes leave end result unchanged.
