* Renamed general preference ShowEmptyCategories as ShowEmptySections.
* Changed name of corresponding IPreferences property to match.
* Updated FrGeneralPrefs unit to use revised IPreference property name.
* Changed check box in display section of General tab of Preferences dialog box to refer to hiding empty "section headings" instead of categories.
* Updated General Preferences help topic re changes.
* Updated config file documentation.

Changed details of bug fixes to note which ones are copies of v3 fixes.

Updated with details of recent changes.

Noted values added to Prefs:General config file section.

Brought into sync with most recent changes to config file format.

Merged trunk changes for release 3.9.1 (i.e. 1558-1562) into the v4-dev branch.

Resolved conflicts as follows:

* Src/VCodeSnip.vi: kept version in v4-dev unchanged.

Some files are physically unchanged and have changes only to their
svn:mergeinfo property.

Updated with details of recent changes.

Noted changes to file formats following addition of support for Delphi XE2.

Merged trunk changes for release 3.9.0 (i.e. 1507-1510, 1546-1553) into the
v4-dev branch.

* Src/Help/HTML/dlg_configcompilers.htm: added reference to Delphi XE2 to v4-dev version of document.
* Missing Src/UIniDataReader.pas: manually added changes to equivalent v4-dev file Src/DBIO.UIniDataReader.pas.
* Src/VCodeSnip.vi: kept version in v4-dev unchanged.
