Renamed UWebInfo unit as Web.UInfo. Updated using units accordingly.

Added class constructor and destructor to create and destroy the Indy TIdAntiFreeze component which must be a singleton. The component is now reference by a class var field. Before this change a TIdAntiFreeze was created for each instance of THTTPEx, which caused an exception to be raised.

Removed redundant todo comment.

Renamed TWSCharEncodings as TWebCharEncodings and EWSCharEncodings as EWebCharEncodings.

Renamed NsWebServices.UCharEncodings.pas as Web.UCharEncodings.pas and modified using unit accordingly.

Renamed NsWebServices.UDownloadMonitor.pas as Web.UDownloadMonitor.pas and modified using unit accordingly.

Renamed NsWebServices.UExceptions.pas as Web.UExceptions.pas and modified using units accordingly.

New unit to provide access to internet via HTTP. Wraps Indy components and provides some pre-processing of responses.
