Changed way paths tab displays hints when cursor hovers over path names:
1) Popup hints now appear - previously hints appeared in main window status bar.
2) When path exists hint only appears if displayed path contains ellipsis.
3) When path doesn't exist "path does not exist" message includes path only if displayed path contains ellipsis.
Updated about dialog help topic re changes + some minor edits.

* Renamed UHTMLEvents unit as Browser.UHTMLEvents.
* Renamed THTMLDocEventSink as THTMLDocumentEvents2Sink and THTMLWdwEventSink as THTMLWindowEvents2Sink.
* Renamed THTMLWdwErrorEvent as THTMLWindowErrorEvent.
* Updated using units and project file re changes.

* Renamed THTMLEventInfo.Sink property as EventIntf.
* Renamed TAbstractHTMLEventSink.IID method as EventIntf.
* Refactored out TAbstractHTMLEventSink and descendant constructors and replaced calls to fSinkIID fields with calls to EventIntf.
* Replaced a FreeAndNil call with call to .Free.

Changed to use revised code from UHTMLEvents unit per r1513. In particular events are now tested for correct event source object in addition to dispid because different events from different source objects could have same dispid.

* Added new StrSameStr, StrSameText, StrIsDelimiter and StrLastDelimiterPos routines to UStrUtils.
* Changed code that uses SysUtils AnsiSameStr, AnsiSameText, IsDelimiter and LastDelimiter to use equivalent new routines in UStrUtils instead.

* Modified all dialog boxed that descended from THTMLViewDlg to descend directly from TGenericViewDlg instead. Very little content remained in THTMLViewDlg.
* Removed redundant FmHTMLViewDlg unit that contains THTMLViewDlg.

Revised THTMLTpltDlgFrame and code that calls it. THTMLTpltDlgFrame no longer accepts a string list of values to replace placeholders. It now calls a callback to get the owner form to resolve the placeholders using a provided THTMLTemplate object.

* Added overloaded constructors to THTMLAttributes to enable instances to be created on the fly that contain one or more attributes.
* Modified units that use IHTMLAttributes to use new constructors where possible.

* Changed about box's Paths tab to detect paths that don't exist. Explore buttons now disabled if path doesn't exist.
* Hints now displayed for path labels giving full path and comment if doesn't exist.
* Now uses IOUtils unit to check if directories exist instead of UUtils.

Development branch for CodeSnip release 4.

Initial source is a copy of v3.8.4 (r1075).
