Made minimal changes to support multiple tabs in details pane:
* Heavily revised FrDetail unit to support multiple tabs
* New view menu item to create new tab - replaces redundant "Detailed Information" menu item. Supporting code in TMainDisplayMgr.
* New GetCurrentView method of IViewItemDisplayMgr and implementations.
* Change in parameter list of IWBCustomiser methods to prevent memory leek.
* New IEditableTabbedDisplayMgr interface and support in FrDetail unit for creating new tabs.
* Change in how Detail Pane Change method is handled by notifier object.

Enabled Ctrl+Tab and Shift+Ctrl+Tab key presses to be passed to parent form.
Fixes Bug #3427741

* Removed unused showTestUnit Javascript routine and equivalent method from external object implementation.
* Removed corresponding method and action setter from INotifier and ISetActions and implementation in TNotifier.

* Removed version number from IWBExternal interface's help string.
* Modified interface's descriptive comment.

* Provided new UUIDs for both library and IWBExternal7 interface.
* Updated library version to 7 to match that of IWBExternal7 interface that was updated at r1601.

Updated references to menu items moved from View and Database menu to new Compile menu.

Added new Compile menu topic and copied items from Database and View menu topics to reflect changes made to program main menu at r1609.

Created new "Compile" top-level menu and moved Test Compile and View Compile Errors options from Database menu and View Test Unit from View menu to new menu.

Removed reference to test-compilation being available from detail pane.

* Removed detail_compilerchecks.htm and detail_information.htm topic files.
* Removed all links to removed pages and edited affected topic, help project, index and TOC files as required.
* Merged content of detail_information.htm into detail_pane.htm.
* View menu topic has temporary placeholder for information pane-related actions until these are finalised.
