Removed support for command that viewed compiler errors for a single compiler, including:
* Updated External object to remove ViewCompilerLog method along with associated JavaScipt and Notifier methods.
* Renamed external object interface to IWBExternal7 and set version attribute to 7.0.
* Removed associated action and associated factory method for it.
* Support from main form for displaying the associated dialog box.

Removed Compiler Check tab from main display, removed compiler check frame from project and made minimal changes to other units to accommodate.

Added new Test Compile Dialog box to project.

New unit containing code used to validate active text.

Removed unused URTFMerger unit from project.

* Renamed UHTMLEvents unit as Browser.UHTMLEvents.
* Renamed THTMLDocEventSink as THTMLDocumentEvents2Sink and THTMLWdwEventSink as THTMLWindowEvents2Sink.
* Renamed THTMLWdwErrorEvent as THTMLWindowErrorEvent.
* Updated using units and project file re changes.

Removed redundant UGC unit from project.

* Added new tab to TCompilersDlg to edit each compiler's search paths.
* New frame unit to provide controls and logic for new TCompilersDlg tab.
* Modified a few names in TCompilersDlg.

* Added new ISearchDirs interface
* Implemented ISearchDirs as TSearchDirs in new Compilers.USearchDirs unit.
* Added new methods to ICompiler to get and set search directories.
* Modified compiler implementations to create required compiler parameters to pass search paths to compilers.

Added new unit containing TBrowseForFolderDlg class that displays a browse for folder dialog box. Wraps 3rd party DelphiDabbler TPJBrowseDialog component.
