Replaced "private" class visibility specifiers with "strict private"

* Modified way title displayed in print spooler is handled: now displays default title if none provided.
* XMLDoc commented unit.

Updated print engine, print manager and unit containing print documents to use TRTF to contain documents instead of TStream.

Included a temporary fix in TRoutinePrintDocument to work with streams still produced by TRTFRoutineDoc.

* Added new TRTF and TRichEditHelper records and ERTF exception to URTFUtils unit.
* Methods of TRichEditHelper replaced and improved upon routines that helped with load, save and insert operations on rich edit controls. The routines were deleted.
* Updated all units that used the deleted routines to use TRichEditHelper instead.

Development branch for CodeSnip release 4.

Initial source is a copy of v3.8.4 (r1075).
