CodeSnip Old Code (SVN)

* Removed akText value from TActiveTextElemKind and renamed enumeration as TActiveTextActionElemKind.
* Moved Kind property from IActiveTextElem interface into IActiveTextActionElem and modified implementation of interfaces accordingly.
* Updated all using code re these changes.

Changed active text code to support more than one named attribute for each IActiveTextActionElem element, instead of single unnamed attribute (called a parameter) previously. Made minimal changes to using code to work with revised active text code. Functionality of using code unchanged.

* Added StrStartsStr and StrStartsText to UStrUtils.
* Replaces calls to StrUtils AnsiStartsStr and AnisStartsText routines with new UStrUtils routines.

Modified and corrected comments that refer to routines when they should refer to snippets.

Development branch for CodeSnip release 4.

Initial source is a copy of v3.8.4 (r1075).
