Changed to use revised code from UHTMLEvents unit per r1513. In particular events are now tested for correct event source object in addition to dispid because different events from different source objects could have same dispid.

* Added new Sink property and IsEvent and ElemHasId methods to THTMLEventInfo.
* Added new IID class method to TAbstractHTMLEventSink and descendants.
* TAbstractHTMLEventSink flagged as abstract and descendants marked sealed.
* Event dispid constants renamed and moved into classes to which they relate.

Added support for var Handled parameter in THTMLWdwErrorEvent event handler. The parameter permits an error to be suppressed. This enables script error dialog boxes to be inhibited.

Merged trunk changes for release 3.8.11 (i.e. r1429, r1501-1504) into the v4-dev branch.

Resolved conflicts for both Browser.UIOMgr.pas and VCodeSnip.vi by keeping v4-dev branch versions unchanged.

Some files are physically unchanged and have changes only to their svn:mergeinfo property.
