* Added new methods to TCtrlArranger to move a control to the left or right of a reference control, with optional margin.
* Modified several form and frame units to use the new TCtrlArranger methods.

Changed way preferences dialog box presents overflowed tabs. It now displays multiple lines of tabs instead of arrow buttons to make overflowed tabs visible.

Fixed error where assignment of preferences was not copying the NewsAge property value.

Added facility to change maximum age of displayed news items by adding button that displays news tab of preferences dialog box and reloading news if maximum age is changed.

* Added new "news" preferences sub-section along with single "MaxAge" setting that records maximum age of displayed news items.
* Added new frame that enables news preferences to be set by user. This frame is displayed in the preferences dialog box.
