CodeSnip Old Code (SVN)

Merged trunk changes 1107, 1111 and 1182-1185 into the v4-dev branch.

Made conflict resolution changes by rejecting changes to affected files in all cases and keeping versions in this branch.

Some files are physically unchanged and have changes only to their svn:mergeinfo property.

* Changed TDBDownloadMgr.GetDatabase to return character set used to encode data stream along with data stream itself.
* Changed TUpdateMgr to pass char set info along to TFileUpdater.
* Changed TFileUpdater to decode stream data using char set passed from TDBDownloadMgr.
* XMLDoc commented UFileUpdater unit.

Replaced call to now removed Windows1252BytesOf routine with code that creates and uses a suitable encoding to perform the same function.

Updated database download web service and updating code to work with v5 of the codesnip-updt web service on delphidabbler.com. Web service no longer sends an MD5 checksum as part of the download. Instead it includes a checksum in the HTTP headers, which is automatically handled by the UTHHTPEx unit.

Updated svn:mergeinfo properties modified by last merge from trunk. There were no physical changes to the files.
